Roger, a 38-year veteran of the employee benefit industry, is the visionary behind RATECentric and its software platform. His industry insights led him to create a “Paradigm” in the way a benefit case is quoted and processed in the small group insurance market.
As CEO, Roger provides the leadership, management, and vision necessary to ensure RATECentric’s growth.
Roger began his career working as a large case sales consultant for a national health insurance carrier and founded Howell Benefit Services, Inc. (HBS) in 1983, the longest standing employee benefit consulting firm in Northeastern Pennsylvania.
He also originated and is the President of the Northeastern Pennsylvania Business Association, Inc., an employer purchasing cooperative which includes the management of a fully-insured Multiple Employee Welfare Association (MEWA) which provides and administers small group benefit plans.
Roger is a member of the National Association of Health Underwriters and has completed its ACA certification requirement. Roger is also registered and certified on both the individual and SHOP Federal Marketplaces (Exchanges). He is licensed in all 50 states for the sale of life, accident, and health insurance products. He is member of the International Foundation of Employee Benefit Plans (IFEB) and formerly an adjunct instructor for the Certified Employee Benefit Specialist (CEBS) professional designation in conjunction with The International Foundation and the Wharton School of Business.
Donna is a business professional with over 30 years of experience in information systems, management, operations, and human resources.
As Managing Director, Donna oversees the day-to-day operations of the company and provides project management leadership in the support, implementation, requirements and delivery of RATECentic’s software platforms. She takes a hands-on approach when working with clients, employees and stakeholders to ensure project objectives are met. Serving as President, Donna ensures strategies are in place to achieve RATECentric’s mission. Her focus is on the continuous development of RATECentric’s platforms and services and the success of a portfolio of client projects.
In her most recent position as Director of Project Management for Howell Benefit Services, Inc., Donna’s primary responsibilities were in the areas of project management and client relations while specializing in technology, human resource consulting and marketing. Her focus was also the management of the development of RATECentric’s benefit quoting and billing platforms and the fulfillment of key stakeholders’ interests.
Donna spent her earlier career in the energy industry where she held several leadership positions including Vice President of Corporate Human Resources for Southern Union Company overseeing HR strategy for a workforce of 5,000 employees and implementing an HR shared service platform with an Oracle-based HR and payroll system. She served as Secretary to the Board of Directors of Pennsylvania Enterprises, Inc., a public traded company on the Nasdaq Exchange, and as Vice President of Administration for PG Energy. In this role, she was responsible for the operations and strategy of Information Technology, Human Resources and Corporate Communications which supported the Company’s 600 employees.
From a project management technology prospective, Donna’s breadth of experience spans over several company-wide initiatives such as Lawson and Oracle enterprise system conversions, execution of corporate-wide deliverables during mergers and acquisitions, and full-cycle client platform implementations.
Donna holds a Bachelor of Science in Business Management and an MBA with concentration in finance. She also possesses a Fair Gains Collective Bargaining Certification and a Master Certification in Project Management.
Chuck is an executive technology leader with more than 30 years of demonstrated success in developing leading-edge solutions inproduct configuration software, Artificial Intelligence, Semantic Technologies and analytics.He has a passion for creating and working with committed teams that deliver real solutions to difficult problems.
As CTO, Chuck leads RATECentic in the attainment of strategic goals and commitment to IT excellence and oversees the operational direction in the design, development, and support of the company’s technology software platforms to ensure growth and success.
Chuck also serves as CTO at Trigent Software and Chief Scientist at Semantic Insights, Boston Massachusetts. At TrigentSoftware, he developed several patented technologies in the area of Artificial Intelligence, natural language processing, and semantic web-based computing. He also led the development of mission critical systems in use today at Navistar International Corporation (NYSE: NAV) and developed and patented Fast Rules Selection Engine (FRSE). At Semantic Insights, Chuck directed the development of the “Semantic Insights Research Assistant” (SIRA), resulting in 5 patents in the area of Natural Language Understanding.
Throughout his career, Chuck has held several executive management and ownership positions with firms such as Ascential Software, Dovetail Software, Cayenne Software and Digital Equipment Company.
Chuck holds a Bachelor of Science degree in Chemistry and a Master of Science degree in Computer Science from the University of New Mexico. He has collaborated in research programs at Stanford University, Carnegie Mellon University and MIT. He holds 7 patents in the areas of information translation and natural language understanding. In the last 10 years, Chuck has built more than 15 software products, and he has designed and built AI solutions and Rules Based Systems for 4+ enterprise applications.
Maureen is an insurance industry professional with over 30 years of experience in benefits, premium billing, and HR.
She is responsible for RATECentric’s billing technology applications and support services such as premium processing, collections, customer service, and producer licensing validation, appointment, and commissions.
Maureen joined Howell Benefit Services, Inc. in 2000 as Director of Administration with responsibility for the finance, accounting, HR, and customer service departments. She is also a health and life licensed insurance professional and is responsible for benefit plan and financial analyses for employers.
Prior to joining Howell’s professional staff, she started her career in 1977 with a national insurance carrier and also spent seven years as an HR Director for a multi-state employer.
She is a graduate of the Pennsylvania College of Technology with a degree in Accounting and Business Management.
Maureen’s areas of expertise include information technology, billing operations, human resources, and accounting. She is a trained and certified HRMS implementation specialist.
